The City Council minutes are prepared and ordered to correspond to the City Council Agenda. Agenda Items can be taken out of order during the meeting.

The Agenda Items were considered in the order presented.

Mayor Arapostathis called the meeting to order at 6:00 p.m.

Councilmember Dillard announced she was attending virtually under the just cause provision of AB 2449 and there were no individuals over the age of 18 present in the room with her.

City Manager Humora provided a public service announcement regarding an invasive pest called the South American Palm Weevil that kills Canary Island Date Palms. City Manager Humora gave an update on the proposed parole office at 8374-8376 Hercules Street and provided the contact information for the Department of Corrections and Rehabilitation.

The Mayor, Council and staff made announcements and reported on various events taking place in the City. No action was taken.

There were no additions or deletions to the agenda.

Director of Finance Royales reported on the national, state and local economic outlook, state budget issues, the performance of the City’s General Fund, and Proposition L benchmarks for the quarter ended March 31, 2023.

Kathleen Brand spoke on the City of La Mesa Parks Master Plan.

William Best spoke on the City's accessory dwelling unit (ADU) guidebook.

Mary Davis spoke regarding Councilmember Parent's behested payment reports.

Vicki Morgan submitted a comment regarding a proposed battery storage facility.

City Clerk Wiegelman briefly explained the interview process.

Lauren Farace spoke regarding their qualifications and interest in being appointed to the Youth Advisory Commission.

City Clerk Wiegelman said the appointment would be made at the May 23rd City Council meeting.

CONSIDERATION OF AN APPEAL OF THE PLANNING COMMISSION'S DETERMINATION TO DENY AN APPLICATION FOR A REZONING PROPOSAL KNOWN AS THE ALVARADO SPECIFIC PLAN (PROJECT 2018-08) FOR THE DEVELOPMENT OF APPROXIMATELY 900 DWELLING UNITS IN FOUR APARTMENT BUILDINGS, WHICH MAY INCLUDE STUDENT HOUSING AND COMMERCIAL USES, ON AN APPROXIMATE 12-ACRE SITE LOCATED AT 7407 ALVARADO ROAD (APN 469-021-20-00 TO -25-00, 469-130-43-00 AND -44-00) IN THE CM-F-D (LIGHT INDUSTRIAL AND COMMERCIAL SERVICE / FLOODWAY OVERLAY / URBAN DESIGN OVERLAY) ZONE

Notice of the hearing was given in accordance with legal requirements, and the hearing was held on the date and at the time specified in the notice.

Director of Community Development Kusiak introduced Kirt Coury, Municipal Planning Services Manager, Civic Solutions, who provided a PowerPoint presentation on the Alvarado Specific Plan (Project 2018-08) ("Project"), highlighting the subject site, the proposed Project, the Project's processing timeline, the current zone classification and proposed zone reclassification, the issues with the Project as proposed, the Project's inconsistency with the General Plan, the key issues raised in the appeal, and staff's response to the appeal.

Council questions and comments ensued.

Mayor Arapostathis opened the hearing for Item 11.1.

ACTION: Motioned by Vice Mayor Parent to direct staff to provide within 30 days written comments on the proposed design guidelines that were submitted by the applicant with the intent of what it would take to satisfy the SB 330 requirements and invite the applicant within 30 days of receiving staff's comments, to submit a revised proposal to incorporate sufficient specificity for design guidelines, as well as, an affordable housing component and more firm commitments on EV parking. The motion failed due to a lack of a second.

    Adopt Resolution denying Project 2018-08 (Alvarado Specific Plan), a rezoning application for a specific plan that would include the development of approximately 900 dwelling units in four apartment buildings, and which may include student housing and commercial uses, on an approximately 12-acre site located at 7407 Alvarado Road (APN 469-021-20-00 to -25-00, 469-130-43-00 and -44-00) in the CM-F-D (Light Industrial and Commercial Service/Floodway Overlay/Urban Design Overlay) Zone, thus denying the appeal.

Director of Public Works/City Engineer Throne presented the City’s Regional Transportation Improvement Program (RTIP), discussed the transportation projects to be funded with RTIP and TransNet funds, and reviewed the projects that would be receiving state and federal funds.
