This meeting was conducted utilizing teleconferencing and electronic means consistent with Government Code Section 54953, as amended by Assembly Bill 361, in relation to the COVID-19 State of Emergency and recommended social distancing measures.

Staff informed the commissioners of a Caltrans construction project on a six-mile section of Interstate 8, both eastbound and westbound, beginning east of Spring Street in La Mesa to Mollison Avenue in El Cajon. The project will begin in November 2022 and continue through the summer of 2023.

NOTE: In accordance with state law, an item not scheduled on the agenda may be brought forward by the general public for comment; however, the Mobility Commission will not be able to discuss or take any action on the item at this meeting. If appropriate, the item will be referred to Staff or placed on a future agenda.

Commissioner Nancy Sierra introduced herself to the Commission. 

Greta Aiken, PE., Traffic Consultant introduced herself to the Commission.

The item was presented by Cesar Romero, Assistant Director of Public Works. Council discussion followed.

The item was presented by Hamed Hashemian, Engineering Project Manager. Council discussion followed.

The item was presented by Greta Aiken, Traffic Consultant, PE. Commissioner Nichols provided a possible modification of bike lanes for consideration. Council discussion followed. 

Chair Calandra moved to strike from the record comments under Section 8 - Commission initiated Items, and approve the minutes. Vice Chair Krulikowski seconded the motion.

Presented by: Michael Kinnard 

Mr. Kinnard, Associate Engineer presented the revised NTMP.

Public Comment: Joe commented via Zoom on the City Council update #8  from 2019 noted that traffic calming was prohibited on arterials. Gave several examples of past traffic calming actions that do occur on arterials and are beneficial. Commission discussion followed.

First Vote: Chair Calandra moved to approve the 2022 Ranked List of Streets Requesting Traffic Calming with the caveat that anything in Quadrant 4 more than 10 years old is removed from the list. Commissioner Justice seconded the motion. The motion carried with 7 in favor and 0 opposed.

Second Vote: Chair Calandra  moved to approve the Neighborhood Traffic Management Program annual report and 2022-2023 work plan, which would support the following items:

  1. Begin Phase 3 construction on Olive Avenue between Normal Avenue and Muriel Place.
  2. Begin Phase 2 design on Highwood Avenue between Eastridge Drive and Cinthia Street.
  3. Begin Phase 2 design on El Paso Street between Lake Murray Blvd and Amarillo Avenue.
  4. Implement Phase 1 traffic calming measures for Garfield Drive, Henderson Drive, and Lemon Avenue between Garfield and Wood.

Commissioner Ortega seconded the motion. The motion carried with 7 in favor and 0 opposed.

Commissioner Justice inquired about the status of the red curb request. Mr. Kinnard confirmed a work order has been initiated.

The Next Regularly Scheduled Meeting is on January 4, 2023.

 There being no further business before the Commission, Chair Calandra adjourned the meeting at 10:02 a.m.
