Chair Calandra called the meeting to order at 9:00 AM.

Presented by City of La Mesa Consultant, Phil Kern, PE - STC Traffic, Inc.

Mr. Kern presented the La Mesa Bike and Sidewalk Connections; followed by significant questions/comments from the Commission. 

NOTE: In accordance with state law, an item not scheduled on the agenda may be brought forward by the general public for comment; however, the Mobility Commission will not be able to discuss or take any action on the item at this meeting. If appropriate, the item will be referred to Staff or placed on a future agenda.

Mr. Kinnard began the STANDING DISCUSSION AND RECOMMENDATIONS item with a few announcements:

  • Item discussion expected to be lengthy, good time for staff members in audience to exit due to time constraints.
  • Capital Improvement Plan (CIP) discussion will be brought to the Mobility Commission prior to being presented to City Council - January or February 2025.
  • CIP training will be provided to the Mobility Commission prior to the CIP Presentation on the following topics:
    • Grant Programs / Traffic Signal Training / Financial / MUTCD Update
  • Neighborhood Traffic Management Program (NTMP) will be discussed in July or August 2024.
  • Climate Action Plan to be presented by Hilary Ego at the May 1, 2024 Mobility Commission Meeting.
  • AB 43 - Traffic Safety Corridor in the coming months.

Beginning the STANDING DISCUSSION AND RECOMMENDATIONS Item, Mr. Kinnard informed the Commission that he will be managing the running list whilst in discussion with the Commissioners. Currently, the plan is to bring this list and open forum back for status, feedback, etc. once or twice annually. 

Significant discussion amongst the Commission ensued, the list was addressed line by line. Unnecessary/expired items or items pertaining to current projects already being addressed were removed. Leaving only future & current issues on the table for discussion. 

In closing, Mr. Kinnard asked the Commission to consider how often this item will be addressed throughout the year. Action item to be voted on at the May 1, 2024 meeting.

Mr. Kinnard informed the Commission about the upcoming public outreach events:

  1. Neighborhood Traffic Management Program - Three neighborhood meetings scheduled, notice to be emailed to Mobility Commissioners for possible attendance.
  2. Earth Day Fair - Informational booth pertaining to the City of La Mesa Bike and Sidewalk Connections Project, flyer to be emailed to Mobility Commissioners for possible attendance. 

Vice Chair Kruilikowski announced that he would only be available for one hour for next month's Mobility Commission Meeting.

Mr. Kinnard announced The 2024 California Bicycle Summit being held on April 18-19, 2024.

The next regularly scheduled meeting is on May 1, 2024.


The Invocation and Pledge of Allegiance will be led by Commissioner Mueller.
